Speed penalty when dribbling on low stamina
Similar to the speed penalty on movement, I think there should be a similar speed penalty for dribbling when low on stamina.

I think the simplest way to solve the issue of players dribbling without any stamina would be to give them an “exhausted” state when in possession of the ball without stamina.
Basically, every dribble attempt after all stamina is gone has a chance to trip the player on their own. The chance to stumble could increase with each dribble past the players limit, starting small as to mimic irl exhaustion.
All of this only applies when there is NO stamina. If the player can regain any stamina while still holding the ball, the whole thing resets. This would keep the gameplay the same everywhere else in the game, and solves the issue of players abusing dribble moves regardless of their stamina. -

RevyRuvyI think specifically this applies to possession taps when exhausted. As of currently, you can cheese the speed by spamming it to maintain a moderate speed. Perhaps it would be best if when completely exhausted, a possession tap is kicked further away from typical so they cannot immediately tap it again. Also loosens their control on the ball and encourages an easier opportunity for enemy defense to obtain it or catch up.

Phinisher MergedThis is more to help combat the dribbling that happens when out of stamina, but would be a welcome change to all aspects of Offense and Defense.
When out of stamina, all actions become 10~% longer.
Adding some penalty to taking actions while out of stamina (finesse dribbling, push ball, tackles, dashes, etc) is a meaningful change that would require more mindfulness of stamina management.
As it stands (in the current patch and before) dribbling isn't very much affected when out of stamina. There are countless examples that can be found pretty easily in any dribbling montage. This isn't helpful to teamplay, as it's very effective to simply dribble as much as possible.
It wouldn't be a direct nerf to dribbling itself (like the emergent dribble changes), but a meaningful nudge into stamina mindfulness and teamplay.
Defensively, it would punish those that are out of position, and those that tackle recklessly while low on stamina. -
